지난 몇 주간 민주당 공천 과정을 지켜보면서 많은 유권자들의 기대가 실망으로 변하고 있다. 그 정점은 6일 민주당이 모피아 정치인의 대표격으로 민심의 거센 낙천 요구를 받았던 김진표 원내대표를 수원 영통에 단수공천한 것이다.
공천과정도 졸렬하기 짝이 없다. 전북 전주에서 터 닦고 있던 경제민주화특위위원장 유종일교수가 반발하는데도 \\'전략공천\\'이라는 포장 내걸어 서울 강남 벨트 등 격전지에 내몰 궁리를 하고 있다. 그러면서 다음날 김진표를 공천했다. 김진표 공천 위해 유종일 교수를 내세워 재벌 개혁에 나서는 것처럼 이용하면서 실제로는 유종일 교수를 사지로 내몬다는 느낌을 지울 수 없다.
이는 민주당이 공천심사위원회를 꾸릴 때부터 예고됐던 것이다. 통합민주당은 새로 마련한 강령에서 재벌개혁, 탈토건, 탈원전, 조세정의, 복지 강화 등을 내걸었다. 하지만 이 같은 강령은 이를 실현할 구체적 정책과 인물로 뒷받침돼야 현실화될 수 있다. 그런데 민주당 내부 공심위원들부터 전혀 그러질 못했다. 지역 토호 출신으로 스스로 토건파를 자처하는 박기춘의원을 비롯해 한미FTA 협상파들이 다수를 차지했다. 공심위 간사인 백원우의원은 노무현정부 당시 삼성경제연구소와 공동 세미나를 개최했던 의정연구회의 핵심 멤버이기도 했다. 내부 공심위원들 다수가 김진표 원내대표의 영향권 아래 있는 사람들이기도 하다. 이런 사람들이 어떻게 김진표를 내친다는 말인가.
지금이라도 민주당이 민심의 선택을 받고 싶다면 김진표 원내대표의 공천을 철회하기 바란다. 그는 총선과 대선, 두 번의 큰 선택을 앞두고 있는 올해 한국사회의 핵심 과제인 경제민주화에 걸림돌이 되는 사람이기 때문이다.
알다시피 김대중 노무현 정부 10년 동안 한국사회는 민주주의와 인권, 대북정책 등의 과제에서는 큰 진전을 이뤄냈다. 반면 부동산 거품과 가계 부채, 양극화, 비정규직 급증, 사교육비와 비싼 대학등록금 등 민생경제는 이 기간에도 악화됐다. 물론 이명박정부는 이 두 측면 모두를 빠른 속도로 악화시켰다. 그래서 외환위기 이후 10여 년 동안 민생경제는 늘 위기였고, 서민경제는 늘 불황이었다. 우리는 정권교체는 해봤어도, 재벌과 토건으로 표상되는 경제권력 교체는 단 한 번도 해보지 못했던 것이다.
그런데 김진표 의원은 특히 노무현 정부에서 핵심적 역할을 하면서 바로 민생경제 개혁을 후퇴시키는 선봉에 섰던 사람이다. 알다시피 노무현 대통령은 당선 직전까지 재벌개혁을 내세웠고 임기 내내 ‘부동산 투기와의 전쟁’을 외쳤다. 또한 많은 지지자가 그에게 외환위기 이후 무너진 서민경제의 회복을 기대했다. 하지만 노무현 대통령은 재벌개혁에 성공하지도, 부동산 거품을 해소하지도 못했다. 오히려 노무현 정부 때 양극화는 극심해졌고, 대학 등록금은 치솟았으며, 가계부채도 급증했다. 물론 파렴치하게도 모든 정책을 철저히 기득권 위주로 펼치고 있는 이명박 정부와 비교할 바는 아니다. 하지만 노무현 정부가 민생경제 측면에서 성공하지 못한 것은 분명하다. 그래서 당초 노무현 정부를 지지했던 많은 이들이 실망했고 결국 등을 돌렸다. 그 결과 이명박 정부라는 ‘민주화 이후 사상 최악의 불량정부’가 탄생했다. 그러면 왜 많은 이들의 기대에도 불구하고 노무현 정부는 부동산 문제 등 경제적 측면에서 성공한 정부가 되지 못했을까.
물론 조중동 같은 언론, 재벌, 한나라당 등 거대한 기득권 세력들의 저항을 결코 무시할 수는 없다. 하지만 노무현 정부가 핵심적 개혁과제에 대한 명확한 비전과 전략을 갖고 있었다면 그 같은 저항도 어느 정도는 돌파할 수 있었을 것이다. 예를 들어 김대중 정부는 대북정책에서 획기적 전환점을 만들었는데, 이는 고 김대중 대통령이 오랫동안 대북정책의 비전과 전략을 다듬어왔던 덕이 크다. 반면 노무현 정부는 경제개혁 과제에 대해 충분한 준비가 돼 있지 않은 상태였다.
이 때문에 노무현 정부는 시스템 측면에서 무능하고 이해관계에 얽매인 관료집단에 의존하는 관성에서 벗어나지 못했다. 특히 경제정책 분야에서 말이다. 대표적 사례가 노무현 정부 첫 경제부총리로 김진표 의원을 임명한 일이다. 김진표 의원은 노무현 정부 초대 경제부총리에 취임하면서 일성으로 법인세 인하를 내놓았다가 여론의 반발에 밀려 철회하면서 재벌개혁을 포기하겠다는 신호를 분명히 줬다. 그는 또한 노무현 정부 초기 부동산대책에서 민간도 아닌 주택공사의 분양원가를 공개해달라는 요구를 ‘사회주의적 조치’라며 뿌리쳤다. 골프장 무더기 건설 등 부동산경기 부양책도 함께 추진했다. 이후 교육부총리로서 국립대 법인화에 시동을 걸었고, 사립대들의 등록금 인상 경쟁을 방조했다. 열린우리당 정책위의장 시절에는 한·미 FTA 추진을 적극 주도했다.
정권이 바뀌고 나서도 김 의원은 그 행태를 반성할 줄도 몰랐다. 민주당의 원내대표로서 그는 KBS 수신료 인상안을 일방적으로 한나라당과 합의했다가 질타를 받았는데도 한미FTA 비준과 관련해서도 여당과 합의문을 작성했다가 거센 비판을 받았다. 그러고도 한 신문과 인터뷰에서 ‘당내 강경파의 주장은 쇼’라는 적반하장식의 태도를 보였다. 지난 연말에는 외환은행 매각에 대한 국정조사 추진을 포기한 채 국회 등원을 주도했다.
물론 김진표 원내대표뿐만 아니라 관료 출신들을 포함한 민주당내 다수의 엑스맨들이나 박기춘 의원과 같은 토건파도 문제다. 하지만 민주당의 정책적 환골탈태를 위한 상징적, 실질적 조치로서 김진표 원내대표의 총선 불출마는 매우 중요했다. 그런데도 민주당은 기어코 김진표 의원을 공천했다. 민주당은 수원 영통에서 한 석이라도 건지는 게 중요했다고 주장하겠지만, 김진표 의원 공천을 통해 떠난 민심으로 인해 10석은 날아갔을 것이라는 점을 잊지 말기 바란다. 전형적인 소탐대실형 공천인 것이다.
이번 공천과정에서 보여줬듯이 민심 저버린 민주당 당권파는 이미 그 자체로 기득권이다. 민심의 뜨거운 지지에도 불구하고 나눠먹기 공천으로 지지율 다 까먹고 총선 패배를 자초하는 것도 바로 민주당 당권파다. 지지자들의 최소한의 요구도 수용하지 않는 정당을 계속 지지해줄 순진한 유권자들은 없다. 그래도 우리 말고 누굴 찍겠어, 라고 생각했다면 민주당 꿈 깨라. 나를 포함한 많은 유권자들은 이번 기회에 적어도 비례대표만큼은 민주당이 아닌 다른 야권 정당에 투표하기로 이미 결심을 굳혔을 테니까.

민생경제 운운하는데, 민생경제가 좋았던 시절이 있었나. 전두환 때인가, 박정희 때인가, 김영삼 때인가. 김대중, 노무현은 분배위주의 경제로 나라 망친다는 보수언로의 집요한 비판에도 불구하고 복지예산을 크게 늘렸다. 소득격차 증가속도를 줄이는데 그쳤지만 그래서 복지예산을 크게 늘린 게 의미가 없다는 건가.
