20대 청년들의 비경제활동인구 수가 사상 최대 수준으로 늘어났다는 보도가 있었다. 이 같은 비경제활동인구는 사실상의 실업자로 정부가 실업률 통계에서 제외하고 있지만, 20대 청년들의 고용실태가 얼마나 심각한지를 단적으로 보여주는 지표라고 할 수 있다. 하지만 사실상의 실업자들을 비경제활동인구로 분류하는 등의 방식으로 실업률을 낮추는 것은 20대만의 문제가 아니다. 아래에서 연령대별 고용구조를 살펴보고, 20대의 고용상황을 살펴보도록 하자.
우선, <도표1>에서 연령대별 고용구조를 살펴보자. 연령대별 인구수 추이를 보면 저출산 추세의 영향으로 15~19세, 20대 인구가 2000년대 들어 지속적으로 감소 또는 정체 상태를 보이고 있는 가운데 2000년대 중반부터는 30대 인구 또한 감소 상태에 들어갔다. 40대 인구는 가파르게 늘어나다가 증가 폭이 둔화되는 반면 베이비붐 세대가 50대로 편입되면서 50대 및 60대 이상 인구가 빠른 속도로 늘고 있다. 연령대별 경제활동인구는 인구수 추이와 거의 유사한 흐름을 보이고 있다.
연령대별 경제활동참가율을 보면 15~19세 및 20대 등 청년층과 60대 이상의 노년층에서 전반적으로 경제활동참가율이 최근으로 올수록 낮아지고 있는 반면 50대에서는 소폭 상승하고 있고 다른 연령대에서는 정체 양상을 보이고 있다. 이는 구직난에 따라 취업이 어려워지는 세태를 반영해 취업을 포기하거나 유보한 청년층과 노년층의 상당수가 비경제활동인구나 구직 단념자 등으로 편입되고 있기 때문으로 추정된다. 실제로 연령대별 비경제활동인구 추이를 보면 10대 후반의 비경제활동인구 수가 4,5년 전부터 크게 늘고 있으며 60대 인상 노년층의 비경제활동인구는 급증하고 있다. 이는 이들이 사실상 취업을 하고 싶어도 일자리가 없어 대거 비경제활동인구로 분류되고 있기 때문으로 보인다.

연령대별 취업자수 추이를 보면 인구 및 경제활동인구의 증가에 따라 30대 이상의 취업자수 감소와 40대 이상의 취업자 수 증가 패턴을 보이고 있다. 연령대별로 취업자수를 인구로 나눈 연령대별 고용률을 보면 역시 20대 이전의 고용률은 계속 줄고 있는 반면, 30대와 60대 이상은 정체, 40대와 50대는 소폭 증가 양상을 보이고 있다.
연령대별 실업자수 추이를 보면 20대의 실업자수가 가장 많고, 이후 연령대가 높아질수록 실업자수가 점차 줄고 있다. 실업률 상으로는 10대 후반과 20대의 실업률이 상당히 높고, 30대 이후부터는 2~3%대 수준으로 매우 낮게 나타나고 있는데 이는 여러 차례 설명한 바 있듯이 현실과 동떨어진 것으로 실제 실업률은 이보다 훨씬 높다고 봐야 한다. 특히 60대 이상의 경우 1%대 수준의 극도로 낮은 실업률을 나타내고 있는데 이는 앞서 본 바와 같이 60대 인구를 은퇴와 동시에 취업 포기자로 간주해 대규모로 비경제활동인구로 분류하고 있기 때문으로 추정된다. 이처럼 연령별로 볼 때는 사회에 새롭게 진출하는 청년층과 급속한 노령화에 따라 은퇴 이후 새로운 일자리를 찾는 노년층이 일자리 부족으로 큰 고통을 받고 있는 것으로 풀이된다.
이 가운데 20대의 고용 사정은 매우 심각하다. 이를 좀 더 자세히 살펴보자. 아래 <도표2>에서 볼 수 있는 것처럼 50대와 60대의 고용률은 경제위기에도 불구하고 증가하고 있다. 특히 55~59세 사이의 고용률은 경제 위기 이후 오히려 높아지고 있다. 반면 20대의 고용률은 2005년 하반기 이후 떨어지고 있는데, 이 가운데서도 20대 전반의 고용률은 2005년 7월의 54.7%에서 지난해 말까지 43.6%까지 약 11.1%포인트나 급감하고 있다. 통계상으로는 청년 실업률이 여전히 7~8% 수준에 불과한 것처럼 포장하고 있지만 실제로는 대부분의 대학 졸업생들이 변변한 일자리를 찾기 힘들 정도로 고용 사정이 악화돼 있는 것이다.
이는 취업자수 현황을 봐도 마찬가지다. 20~30대, 특히 20대 취업자수가 가파른 속도로 떨어지고 40대는 경제위기 이후 정체 상태를 보이고 있는 반면 50~60대 이상의 취업자수는 꾸준히 증가하고 있다. 이는 부분적으로 베이비붐 세대의 고령화에 따른 측면도 있지만 경제위기 이후 20대의 취업자수 하락이 가속화되고 50대의 취업자수가 불어나고 있는 것은 눈에 띈다. 정부가 청년인턴제도 등 공공부문 일자리 창출에 나섰지만 거의 아무런 효과를 발휘하지 못한 것이다. 정부가 약 2조원의 예산을 들여 실시한 희망근로사업의 경우 제대로 된 일자리를 만들지는 못한 반면 일자리를 갖고 있지 않던 50대와 60대 이상 고연령층이 대거 희망근로사업을 통해 취업자로 편입됨으로써 취업자수가 크게 늘어난 것으로 추정된다.

하지만 이 같은 일자리 늘리기는 결코 지속 가능하고 안정적인 일자리라고 하기 어렵다. 지금도 정부가 각종 명목으로 막대한 적자재정을 퍼부어 명목상의 단기 일자리를 양산하고 있으나, 재정적자 부담 등으로 더 이상 관련 예산을 편성하지 못하는 순간 일시에 사라지는 일자리인 것이다.
경제위기를 전후로 출범한 현정부는 고환율 정책을 통해 수출기업의 가격경쟁력을 확보해주는 반면 일반 국민들의 구매력은 크게 떨어뜨렸다. 이는 일반 국민들에게 환율 인상이라는 형태로 세금을 걷어 수출기업들에게 대규모 보조금을 지급해온 것이나 마찬가지다.
이처럼 한국은 경기회복의 과실이 가계의 소득 증가로 이어지지 않는 경제 구조와 현실이 지속적으로 확대 재생산되고 있다. 특히 한국의 경우 공급 위주의 성장정책이 극단화되고 있어 매년 80조원에 이르는 공공사업 재원으로 각종 불요불급한 대형 토건사업이 전국에서 벌어지고 있지만 정작 일자리를 늘리거나 국민들의 소득을 끌어올리지도, 국민들의 복지 수준과 삶의 질을 끌어올리지도 못하는 악순환이 되풀이되고 있는 것이다. 그런 점에서 현재 정부가 ‘경기회복’이라고 부르짖고 있지만, 이는 진정한 의미의 경기회복이라고 보기 어렵다. 가계의 일자리가 늘어나고 구매력과 소득이 늘어나서 삶의 질이 높아지는 진정한 의미의 경기회복, 더 나아가 가능한 한 많은 국민들이 잘 먹고 잘 살 수 있는 진정한 의미의 경제 발전으로 이어지지 않고 있는 것이다.

우리나라에 중소기업에는 아직도 일자리가 많습니다 하지만 솔직히 임금이
너무 박봉이라는거 일하는 노동시간은 자기생활을 할수 없을정도로 회사에서
살다시피 해야하고 주5일근무? 꿈도 꿀수없습니다 주7일제가 맞다고 봐야할정도니까요 그렇게 일하는데 임금은 참고로 저 99년도에 기본급 50만원 받고 일했습니다 일요일 나가서 일해도 특근수당 3만원 참 안타까운일 아닙니까?
그리고 일하는 환경또한 엄청 열학하고 임금은 적고 근무시간은 길고
그런곳이 일자리라고 젊은이들을 몰아 넣지 마세요.....

정부에게 개선을 요구하는 것도 당연 하고, 자신이 타인과 경쟁할 수 있는 경쟁력도 길르는 것도 열심히 해야 하지 않을가 하네요.
근데, 현재 우리나라는 기업만 경쟁력이 있는 상황인데, 조만간 기업 경쟁력도 사라지지 않을까 걱정도 되고요.

더 심각한건 20대 취업자에 군에 끌려간 사람 (직업군인 제외)까지 포함을 시킨다는게 더 문제지요~
제가 처음 취업했던게 13년 전쯤이었던 걸로 생각되네요... IT업계라고 해서 들어갔는데.... 3D더군요.. 뭐가뭔지 모르겠고 지금도 이 분야의 일이 쉽지는 않지만.. 나름대로 대기업에 자리도 잡았고 많이는 아니지만 월급도 많이 올랐습니다.
중소기업이 처음에는 많이 힘들었지만 오래 버텼습니다. 7~8년정도 경력이 쌓이니까, 점점 큰 기업에서 오퍼가 오더군요...
지금은 다른 사람은 절대 할 수 없는 일로 인정받고 있습니다.. 한마디로 경쟁력이 생긴거지요..
취업자리는 없지만, 중소기업은 싫다는 여러분들~! 첫술에 배부를 수는 없습니다. 차근차근 단계를 밟아나가는 것도 필요하다는 것을 인생을 더 오래산 선배로서 충고하고 싶군요

좀더 구체적으로 말씀드리자면, 자신이 똑똑하고 열심히 하면 성공할 수 있다, 는 건 후진국에서도 가능합니다. 가령 방글라데시나 인도네시아 같은 나라라도 말이죠. 부모가 돈이나 권력이 없는데도 본인이 노력하지 않으면 극빈의 삶을 사는 거구요. 하지만 서유럽이나 북유럽의 선진국에서는, 비인간적으로 열심히 일하지 않고 국민들이 각자 자기 할 일만 해도 충분히 인간적으로 살 수 있습니다. (물론 이 나라들에도 미친 듯이 일하는 소수 엘리트들도 있습니다. 하지만 대부분의 사람들은 그냥 아 저 사람들은 열심히 일해서 우리를 이끌어 가는 구나 정도로만 생각하죠 부러워하지도 시기하지도 않구요)
우리는 지금 시스템에 대해 얘기하고 있는 겁니다. 어느 쪽이 우리나라가 지향해야 할 방향인가요?

하지만 그때는 대부분 그랬다, 군대처럼.. 내주변도 다그러니 그냥 그런가보다, 원래이런가보다 하고 일해왔다.
지금은 어떤가, 세상은 변했다

이런거 써도 지금의 청년 실업은 20대가 눈만 높아서 그런거고 할줄 아는건 없이 돈만 보고 있어서 그런거니 아닥하고 돈 백 언저리 주는데 취직해서 골골하며 살아야 된다는 인간들 앞에선 그저 허무한 소리일뿐.
