며칠 전 (2월 12일) MBC 뉴스에서 “정부, 아파트값 통제?‥시장 왜곡 우려라는 제목으로 국토부의 실거래가 관리 문제를 비판했다. 못 보신 분들은 이 링크(http://media.daum.net/economic/view.html?cateid=1041&newsid=20090213225706728&p=imbc)를 통해 한 번 보시기 바란다.
국토부는 부동산시장의 거래 투명화를 위해 도입한 주택실거래가 공개 제도를 운영하고 있다. 그런데, MBC 보도에 따르면 국토부는 “각 아파트의 기준가격 위 아래로 어느 정도의 폭을 정하고 이 폭을 벗어날 경우 적정하지 않은 거래가 포함된 것으로 본다”고 한다. 그런데 문제는 이 가운데 적정 가격의 상한선을 벗어난 거래는 모두 공개하면서도 ‘다운계약’ 등의 방지를 위해 하한선을 벗어난 거래는 공개하지 않고 있다는 것이다. 이렇게 되면 아파트 값이 오를 때는 모두 거래 가격이 공개되지만, 내릴 때는 일정 선 이하의 거래 가격은 제공되지 않는다는 것이다. MBC뉴스에 소개된 국토해양부 담당자는 "8월부터 급락이 이제 시작됐거든요. 그렇기 때문에 8월 중,후반 이후부터는 사실상은 부적정으로 떨어진 경우가 많죠"라고 말했다. MBC 뉴스에 따르면 아파트 가격의 급격한 하락을 막겠다는 의도라는 것이다. 한편 국토부는 누락건수는 물론이고 누락시키는 기준도 공개할 수 없다고 했다고 한다.
한마디로 황당하기 짝이 없다. 국토부가 사실상 실거래가 통제를 통해 부동산 시장을 왜곡하고 있다고 볼 수밖에 없기 때문이다. 사실 필자는 몇 달 전 국토부 담당자에게 전화를 걸어 똑같은 문제에 대해 문의한 적이 있다. 그때도 국토부 관계자는 “집값 추이를 통해 도출된 기준가격에서 일정한 허용범위를 정하고, 부적정한 실거래 가격이라고 판단되면 한국감정원에 현장조사를 의뢰하고 있다”며 부적정 가격으로 판단하는 범위에 대해서는 “자체적인 판단 기준이 있다”며 구체적인 언급은 피했다. 하지만 당시 담당자는 적정가격의 상한선을 벗어난 거래가는 공개한다는 사실을 필자에게 말하지 않았다.
사실 국토부 공인 통계인 국민은행 통계도 실상과 전혀 동떨어져 있다. 국민은행 아파트 시세 통계를 보면 지난해 하반기부터 시작된 부동산 시장의 폭락 분위기는 거의 느껴지지 않는다. 아래 도표를 보면 오히려 지난해 하반기에도 집값이 소폭이나마 상승하다가 연말 이후에야 소폭 하락하고 있는 것으로 나타난다. 이런 점에서 국민은행 통계도 단순한 기술적 문제를 넘어 정부 압력 때문에 ‘관리’되고 있다는 느낌을 줄 정도다. 물론 수도권 내에서도 인천이나 일부 개발 호재 지역에 따라 집값이 소폭 상승하거나 상대적으로 덜 하락한 경우도 많아 전체적으로는 통계상 집값 하락폭이 적게 나타날 수 있다. 하지만 그런 점을 고려한다고 치더라도 실제 부동산시장의 현장 분위기와 각종 부동산 통계의 하락폭은 딴판인 것이 사실이다.
그런데, 현 정부가 자신들 입맛대로 통계를 관리하거나 인용하는 것은 이것이 처음이 아니다. 예를 들면, 정부는 자금난에 빠진 건설업계를 지원하는 명분을 만들기 위해 자신들의 입맛에 맞는 주택가격 자료를 인용하고 있다. 실제로 정부가 10월 21일 발표한 ‘가계 주거 부담 완화 및 건설부문 유동성 지원, 구조조정 방안’ 보도자료에는 정부가 공인하는 국민은행 통계가 아닌, 출처 불명의 부동산가격 자료가 실려 있다. 특히 이 자료에서는 서울 강남권과 수도권 신도시에서 최근 거래된 아파트 실제 가격은 2006년 말 고점 대비 약 15~20% 하락했다며 역시 출처 불명의 몇 개 아파트 거래 사례를 아래처럼 제시하고 있다.

정부 입장에서는 자신들의 판단 잘못으로 생겨난 미분양 적체로 자금난에 시달리는 건설업체들을 지원하기 위해 최근의 집값 폭락세가 잘 드러난 자료를 써야 하겠는데, 당시 국민은행 통계는 전혀 떨어진 걸로 나오지 않으니 인용하기 어려웠을 것이다. 한마디로 자신들이 공인하는 통계를 스스로 믿지 못하는 한편 자신들의 정책을 합리화하기 위해 출처도 밝히지 않은 주택가격 통계 자료를 갖다 쓰고 있는 것이다. 이 정도면 한 마디로 파렴치하다 못해 코미디 수준의 무책임한 행정이라고 하지 않을 수 없다. 도덕적 해이를 불러일으키면서까지 건설업체들을 먹여살리려는 자신들의 정책을 합리화하기 위해서는 자신들이 공인한 통계도 버리는 정부가 어떻게 서민을 위한 주택 및 부동산 정책을 내놓겠는가?
국토부는 주택 보급률을 갖고도 부동산 시장 상황에 대한 국민들의 인식을 오도하려는 것처럼 보인다. 국토부는 지난 연말에는 소위 ‘새로운 주택 보급률’이라는 것을 내놓았다. 기존 주택보급률 산정방식에 따르면 2007년 기준 전국 주택 보급률이 108.1%에 이르렀지만, 새 주택 보급률 산정방식으로는 99.6%로 100%에 미치지 못했다. 물론 1인가구 증가와 다가구 주택의 구분 거처를 반영하기 위한 개정의 필요성이 일부 있었다고 볼 수 있다. 하지만, 관계 전문가 의견 수렴을 한 지 불과 20일만에 새로운 산정 방식을 내놓은 과정은 곱게 보기 어렵다. 부동산 하락기에 주택보급률을 100% 아래로 내려서 여전히 주택이 부족하므로 집값이 오를 수밖에 없다는 건설업계의 주장을 뒷받침해 부동산 시장을 부양하기 위한 ‘심리전’의 하나가 아니냐는 생각을 떨칠 수 없다.
또 한 가지 더 언급할 것은 ‘인구 1000명당 주택 수’라는 통계에 관한 것이다. ‘인구 1000명당 주택 수’라는 것은 국토부가 2002년 건교부 시절 ‘2003~2012년간 주택종합계획’을 수립할 때 주택보급률과 함께 양적 지표로 삼겠다며 거론한 지표다. 하지만, 주택 시장의 유효 수요 단위는 개개인이 아닌 가구라는 점에서 ‘인구 1000명당 주택 수’라는 것을 주택정책의 주요 지표로 삼는다는 것 자체가 넌센스에 가깝다. 간단해 보이지만 ‘가구’나 ‘주택’을 어느 범위로 한정할 것이냐에 대해 국가별로 큰 차이가 있어서 국제적으로 통일된 지표를 만들기 어렵다. 그나마 가구가 아닌 인구당 주택 수는 상대적으로 비교하기가 용이해 국제적 비교 지표로 삼고 있을 뿐이다.
하지만 한국 정부나 ‘건설족’ 부동산 전문가들은 마치 이게 국제 표준인 양 떠벌리며 “주택 보급률은 많이 높아졌지만 인구 1000명당 주택 수라는 여전히 선진국에 한참 못 미친다”며 주택이 부족하다고 주장하고 있다. (건설족들은 인구 1000명당 주택 수에서 한국은 280호 정도인데, 400~500호 수준이므로 주택공급이 턱없이 모자란다고 주장한다. 이같은 인구 1000명당 주택 수를 근거로 한 주장의 허구성에 대해서는 나중에 기회가 될 때 다시 한 번 자세히 설명하겠다.)
필자가 이 문제와 관련해서도 위와 같은 문제점을 설명한 뒤 국토부 담당자 두 사람에게 각국의 산정방식에 대한 설명을 요구하니 우물쭈물하며 “자신들도 정확히 잘 모른다”고 말했다. 심지어 한 담당자는 “미국 경우에도 트레일러 같은 이동식 차량에 거주할 경우 이를 주택으로 치는 주도 있고, 아닌 주도 있다”고 답했다. 당연한 이야기다. 당초부터 주택정책의 지표로 삼기 힘든 지표였기 때문이다. 국가별로 구체적인 주택 사정이 다 다른데도 국내 주택 공급이 부족하므로 주택을 더 지어야 한다는 건설족의 요구를 반영하기 위해 일부로 갖다붙인 지표일 뿐인 것이다.
정부가 이처럼 각종 통계나 지표를 제멋대로 주무르는 것은 어제 오늘의 일이 아니다. 그 중에서도 국토부의 통계 관리는 제대로 된 민주주의 시장경제를 한다는 나라에서 보기 어려울 정도로 파렴치한 행태다. 더구나 정권마저 건설업계 사장 출신의 ‘건설족 정부’이니 오죽하겠는가. 어떻게 보면 자신들끼리는 지난 연말부터 올해 마이너스 성장을 전망하면서도 3%대 성장을 한다고 떠벌렸고, "용산참사 보도를 덮기 위해 군포살인사건을 적극 홍보하라"고 하는 정부이니 이 정도 수준의 통계나 지표 관리야 약과일지도 모르겠다.
하지만 이 같은 정부의 정보 관리 또는 조작을 통한 시장 왜곡 시도야말로 건전한 시장경제 발전을 위해서 가장 피해야 하는 일이다. 건전한 시장경제는 정확한 정보의 자유로운 유통을 전제로 하고 있기 때문이다. ‘미네르바’를 허위사실 유포로 구속까지 했지만, 정말 체계적이고 조직적으로 허위사실을 유포하고 국민들의 올바른 경제적 판단을 오도하고 시장을 왜곡하는 것은 현 정부다. 그러면서도 자신들의 경제 운영 능력으로는 일개 네티즌 한 사람을 이기지 못하니 실력으로도 형편없는 정부다. 이러면서도 말끝마다 ‘시장원리’를 내세우면서 하는 짓은 모두 ‘시장원리’에 정면으로 위배되는 기득권 챙기기로 가고 있으니 이 땅에 사는 국민으로서 안타까운 마음 그지없다. 이들에게서는 희망을 발견하기 어렵다. 기회가 오면 국민의 힘으로 확 갈아엎는 수밖에 없다.

투기꾼이나 개인적 욕심으로 인한 업&다운 계약에 의해 시장이 왜곡되어 있다보니 실거래 등록에 조정이 가해지는 측면이 있습니다.
만일 그대로 다 실거래로 인정한다면 또다른 왜곡을 방치하는 셈입니다.
그럼 과연 누가 웃을까요?
실수요자는 울고 투기세력이 웃을 가능성이 더 큽니다.
지엽적인 부분에 흥분하기보다는 근본적인 시장왜곡(업&다운 계약)을 철저하게 금지하고서 실거래가격 등록을 논하는 것이 순서입니다.
그나마 실거래 공개도 투기세력을 견제하고자 시작된 것입니다.
암적 존재인 투기꾼이 결국 모든 오류의 근원인 것입니다.
이들을 제거하지 못하면 아무리 실거래등록을 논해봐야 쓸데없는 짓입니다.
