한국은행이 17개월 만에 기준금리를 2%에서 2.25%로 0.25% 포인트 인상했다. 이미 본 시사경제에서도 주장했듯이 경기회복 속도나 생활물가 상승폭, 그리고 저금리의 장기화로 인한 예금가계와 부채가계의 경제적 형평성 문제 등을 감안할 때 뒤늦었지만 그나마 다행스러운 조치라고 할 수 있다. 또 한국은행의 기준금리 인상 조치는 부동산버블 붕괴의 시장 압력을 정부의 힘으로 떠받치기 힘들다는 점을 단적으로 보여준다.
잘 알다시피 16개월간 지속된 2.0%의 저금리는 2008년 말 경제위기 이후 경기 급락과 부동산버블 붕괴를 막기 위해 정부와 한국은행이 인위적으로 지탱해온 사상 최저 수준의 금리였다. 하지만 이 같은 저금리와 정부의 막대한 재정적자 그리고 미분양주택 매입 등 버블 떠받치기에 가까운 부동산 부양책에도 불구하고 지난해 말 이후 시간이 지날수록 주택가격은 가파르게 떨어지고 있다. 기준금리를 인상하면 부동산대출 가계의 이자부담이 커질 것이고, 부동산 부자들을 핵심 지지 기반으로 하는 현정부 또한 이를 모를 리 없다. 그럼에도 불구하고 이제 더 이상 기준금리를 인상하지 않을 수 없는 상황에 온 것이다.
이는 물가안정을 최우선으로 하는 물가당국의 당연한 선택으로 볼 수도 있겠지만, 6월까지 최근 3개월의 소비자물가 상승률은 전년동월대비 2%대 후반으로 한은의 물가관리 목표치인 3~4% 이내를 유지하고 있다. 그럼에도 불구하고 한은은 향후 경기호조가 지속될 것이며 물가상승 압력도 높아질 것이라는 전망을 근거로 기준금리를 인상한다고 했다. 하반기에 예정된 각종 공공요금 인상을 염두에 두고 있는 것으로 보인다.
그러나 이번 한은의 기준금리 인상은 현 정부의 의중이 반영된 것이라고 할 수 있다. 주지하는 바와 같이 현정부는 기획재정부를 통해 한은 금통위의 금리인상 시도를 계속 견제해왔기 때문이다. 국민들의 체감물가는 1,2년 전에 비해 수십%씩 오른 것으로 느껴질 정도로 오를 만큼 다 올라 버렸기 때문에 이제 와서 새삼스럽게 물가상승을 이유로 금리를 인상한다는 것은 말이 안 된다.
현정부가 한은의 기준금리 인상을 허용한 이유는 두 가지로 추정해 볼 수 있다. 첫째는 한은 발표대로 하반기에도 경기호조가 지속되고 그로 인해 물가상승이 가속화될 것으로 전망하여 금리를 인상했을 수 있다. 물론 이는 부동산시장에 대한 충격이 크지 않을 것이라는 점을 전제로 하고 있다. 0.25% 포인트 정도 금리를 인상해도 당장에 부동산시장이 혼란에 빠지지는 않을 것으로 본다는 것이다.
둘째는 부동산시장에 미치는 충격이 다소 우려되기는 하지만 그보다는 재정적자 급증 문제가 더 시급하다는 것이다. 현 정부 출범 이후 최근까지 정부 및 공기업을 포함하여 250조원에 가까운 공공부문 지출 증가로 재정적자와 국가채무 급증 문제가 심각해지고 있다는 사실은 이미 여러 차례 설명한 바와 같다. 그런 가운데 현 정부는 내년에도 300조원이 넘는 예산편성을 벌써부터 예고하고 있다. 재정적자가 기하급수적으로 늘어날 것으로 예상되는 것이다. 이에 현정부는 재정적자 폭증을 줄이기 위해 하반기에 공공요금 인상을 통해 일반가계에 부담을 떠넘기려 하고 있다. 이는 현 정부 단독으로 결정한 문제라기보다는 지난 6월 캐나다에서 열린 G20정상회담에서 각국이 재정적자 감축을 추진하기로 합의한 데 따른 것이라고 수도 있다.
그러나 현정부가 재정적자 감축을 위해 금리를 인상했다면 정책적 일관성이나 논리 면에서 앞뒤가 맞지 않는 황당한 것이라고 할 수 있다. 재정적자 감축이 필요하다면 정부의 불요불급한 사업이나 지출을 줄이면 된다. 인플레를 우려할 정도로 경기 호조가 지속될 것으로 전망하면서 왜 한편에서는 여전히 막대한 적자재정 확대로 정부지출을 끊임없이 늘리는가. 전혀 앞뒤가 맞지 않는 이야기다. 또 정말로 재정적자 감축이 필요하다면 형편이 좋은 부자들의 감세 혜택을 줄이면 된다. 왜 공공요금 인상이라는 편법으로 돈 없는 일반서민들에게 전가하는 편법을 사용하는가 말이다. 정책이란 정도(正道)를 바탕으로 해야 하지 국민들을 속이는 기만책이어서는 결코 안 된다.

어제 비즈니스인사이더의 기사를 보니 정부가 막대한 재정적자를 감수하면서 위축된 민간수요를 대신하는 한 인플레는 오지 않는다더군요. 일본의 예를 연구한 결과랍니다. 민간(특히, 부동산 거품)과 기업무정부의 과도한 부채로 인해 발생한 경기침체 시에는 그렇답니다. 민간의 수요가 회복되지 않는 한 인플레는 나중의 일이고, 부동산거품이 꺼지는 동안에는 민간수요는 감소할 뿐이라는 것이지요
돈 많은 대기업은 투자 할 곳이 없어 현금이 쌓이는데 이번 금리인상으로 꽤 두둑한 이익이 생긴 것이고, 돈 없는 서민들은 가뜩이나 수입 줄고, 어려운 살림이 금리 인상으로 더더욱 어려워 지면서, 빈약한 중산층을 더욱 서민으로 떨어뜨리는 양극화를 더욱 가속화 할듯 하네요.
올해까지 3%, 내년에는 3.75% 까지 금리 상승한다는 예상도 있는데,
이제 본격적으로 양극화가 점점 나타나는 시기가 온듯 하네요.

건축이 가업으로 모두가 건축업을 하는 경우로서 현 집값에 대한 객관적 판단을 드리기가 참 힘들지만, 대다수의 대한민국 국민이 거주하는 형태의 APT의 경우 원가 공개 자체가 불가능하다는 것은 누구나 이미 상식일테니....
앞으로도 원가다 뭐다 나오는 경우라면 그냥 어디서 나오는 자료든 100% '사실과 다르다'라고 보시면 됩니다.
생각보다 건축비(금융 및 기타 행정비용으로 발생되는 문제의 핵심)중 순수 건축행위에 따른 비용은 상상을 초월하게 적은 비용입니다.
(비유하자면 돈빌려서 그럴싸하게 사업은 갑과 을이 했는데 그에 따른 이자와 그이하 인건비와 행정비용등은 엄한 사람이 다 지불하게 되는 구조인것이지요. 절대 바뀌지도 않을 구조이지만...)

집은 투자/투기아닌 3가족 정착지로서 적합하지만 너무 높은 주거비용을 피해 조금 떨어진 곳에 10년전에 분양이 아닌 구입을 하여지내고 있으며 앞으로도 크게 움질일 필요가 없을듯 합니다. 주식의 경우는 회사에 혼열을 다하는 임직원이 있는 회사에 아주 적은 응원을 하는 수준입니다.
폭락해도 눈물안납니다.
주식은 용돈에서 조금씩 10여년간 진행되어 문제가 안되면서도 경제에 그리 둔감해 지지는 않는 감정도는 구별하게 되었구요.

이제 부터라도 조금씩 바로 잡아야 하는것입니다.
